Without a doubt The Theory of Poker is my favorite poker book. I find that it does more to teach you why you should be doing something and less about what you do in a specific spot. Poker can be very complex and general... and there are always going to be subtle differences between one hand and another that specific rules won't cover. On top of that, it's not Hold'em specific or even specific to any game at all. Everything in there applies to all games or at least has a generalization that can be applied to a game.
I think anyone could benefit from the book but it might not be the best book to give someone who is learning to play because it assumes you already know the basics. It doesn't talk about hand rankings or how a game is dealt.
