Default Duplicated poker, really legal?

Hi,

first of all I'm not going to spam any poker room name so for the one who don't know the system here is a short description of what is duplicated poker : You're playing as normal but on other tables people are having exactly the same hand as you (and other cards are the same too), your result don't matter, what make you win is to have at the end a higher stack than the players having the same hand.

At first I thought the system would be a perfect way to remove "gambling" from poker and match all laws worldwide but the fact the players you are facing are "random" themselves is something related to gambling again and in my humble opinion such duplicated great idea will be treated as normal by most countries taking the time to double check the system...

What's your point?
