Ahhhhh okay I gotcha. Well, the only thing I can really say is I don't see why it wouldn't be legal as long as the player or player(s) were aware that it was being used...I mean it sounds like an interesting twist to me, and no matter what you use, you still will never be able to predict or control what the other players will do, so yeah...I agree, it's still gambling.
