When you enter a topic thread, look at the very top left just above the first post. You will see the "New Thread" Button...

There is a New Thread button on top and bottom left side of the screen, when you are viewing the main discussion forums.

You cannot start a new thread when viewing another thread, so when you see a reply button you are viewing a thread that has been started by someone else.
