Omaha Hi Lo suckout by total retard

$20 tournament:

My hand: 9d Ah 5c Ac
moron's hand: 3d 8d 5h 2h

he calls with this garbage, and with the blinds at 40-80 he calls a pot sized raise.

Flop: Qh 3c Qs

rainbow - like he has less than nothing.

He calls my fair sized all-in and sucks out with a flush.

How can they play like this?
