Go to the rakeback deal page here to scope out the best deals.

I'd try to keep as much as 20 buyins for cash games. This will allow you to play higher stakes in order to build your roll quicker. I know 50 to 100 buyins is ideal for not going broke, but you don't want to grind nl2 forever. If things don't work out with 20 buyins, you can always redeposit (hopefully) and move down to nl2.

And just play as many tables as you feel comfortable with.
    Think for yourself. Question authority.

I was in this situation recently, and chose Full Tilt as:

    1. you get 27% rakeback as standard
    2. there is enough traffic to be able to play 16 LHE tables at a time at all hours
    3. rakeback is paid weekly
    4. other, Euro sites may have ~50% rakeback deals but don't meet criteria 2 and 3 above, plus the rake is slightly higher there (see the site rake analysis on PTR)
    5. Pokerstars and Partypoker are less rewarding for microstakes players

You'd have 500-600 BB for .10c/.20c LHE, which is pretty soft on Full Tilt. A solid 2.5BB/100 winner grinding 80k hands/month (~5hrs a day playing 6-10 tables) can win ~$600/month after rakeback there, just to give you an idea of what's possible. You could also start at .5c/10c or drop down to there anytime you have less than 300BB for the level above.
