I don't know where you heard this. The more possible seats, the more possible fish. The games aren't tougher, but your winrate ceiling is smaller compared to 6max or HU. Fullring is known for the worst quality of play. You have to play tighter compared to 6max or HU, but the fish don't adjust their starting hand range and play way too loose to have a chance to win in the long run. That's why there is no different in Flop Percentage. As for pot size, I'd bet fullring has bigger pots.
