I got some ribs on sale this weekend, grilled those and some potatoes and feed a crowd for under $10. If you are willing to look around (and don't supply the alcohol) then you can entertain regularly on a reasonable budget.

Just have everyone bring something. Have someone bring one of those home poker kits with all the chips and cards you need, have someone bring the beer, and just have some chips to distract them during the game.
That works too. Have a pot luck poker tournament. You usually get lots of chips and dips, but sometimes someone comes through with something great (like shrimp mmmmm good).
I like the idea that you can do the home games at other peoples houses and then the costs are pretty much spread out evenly. If there's a player that cant offer a hosted game.. deal with that on an individual basis so that he can supply something for each game he attends.
What we usually do is that everyone brings something along with them. I usually don't mind getting the beer and a few snacks but if they are more into wanting some sandwiches and stuff they have to help out so that it does not cost me a fortune to have the game at our house. The other thing that we have done is to have the game at someone differents house each week and that person will provide everything that is needed.
The players would have some snacks and beer or other drinks. Also players would bring some music as well. But I try to avoid to eat a lot because I don't want to get tired so quickly and all, then I would lose my focus when I have to play.
You could have it at the same house each time and rotate who's hosting it and responsible for the snacks. That way everyone comes to the same place and doesn't get confused. We are creatures of habit after all.
The best thing to bring or serve is food on toothpicks so that nobody gets the cards dirty. Or you can state that its a BYOM , bring your own munchies, type gathering. Theres always gonna be somebody who doesnt bring something but there should be enough where they can have a small sample from what everyone else brings. I suggest plastic cups be used and then rinsed and reused at each gathering when ever possible. Paper towels arent too expensive, suggest somebody bring these, they do come in handy and are easy to buy on the spur of the moment. If somebody cant bring a dish of food have them bring some napkins or cups.
If you do it at the same house every week, you keep these stored in a container with the cards and poker chips. When the supply runs low, somebody brings some more. The tooth pick idea is a great one, and you can use a toothpick for just about anything if you make the bites small enough.
Please don't forget the sweets. Everybody needs a bit of brownie now and then! Oh, and it might be a good idea to have some coffee for the trip home or just before everyone leaves!
