You get 3 Com Points per hand on these games:

No Limit $0.10/$0.25 (Table minimum buy-in $5)
No Limit $0.25/$0.50 (Table minimum buy-in $5)
No Limit $0.50/$1 (Table minimum buy-in $20)

So according to the table you can get comp points with $10 buy-in from the first two limits, but not from lower NL limits.
