When you start out with quads in the hole in Omaha or Omaha H/L, you are basically stuck with a pair. Like you had stated, you can't make a straight, flush, boat, quads, or anything higher than a pair (unless their is a pair on board).
Your best bet would be for their to be 3 Kings on the board, and if your opponent doesn't have a king, you have the nuts. But given the variance and type of play in Omaha recently (all the holdem players moving to Omaha) they will play it thinking it is better than they actually are.
Would you play pocket aces in holdem knowing the other two aces will not be played, and you HAVE to use your two hole cards? Given that, you are not stuck with many options to improve post flop, turn, or river.
The only real hands you will win with when you hold quads in the hole is 3 of-a-kind on the board (preferably high so that they will not have a better set than is on board) and that would give you a boat. But then again, you can't know if they other person has that one other card to make quads, or if their is an overcard, if they have a higher boat.
It's not like you are playing quad aces, but more playing aces without a chance to improve. Hands that occur A LOT in Omaha that could beat this situation: two pair, trips, straight, and flushes. With 4 cards and 6 two-cards options per player, chances are you will be beat post flop.
I never play quads in the hole, no matter how high or low they are. It is just giving your chips away and asking for trouble.
