Online poker legislation in Europe varies by state. In some countries (e.g UK) online poker is legal and tax-free. Others (e.g. Germany, Switzerland) haven’t legalized it but make no effort to enforce the law or restrict access.
Many states have some internet domain censorship yet grinders have no issues playing on VPN and using e-wallets such as Skrill or Neteller to move their bankrolls around.
Others have regulated poker (e.g. France, Spain & Italy) and state-owned poker sites, with higher rake and lower rakeback (to compensate for operating taxes) along with segregation of the playerpool.

European poker regulation is generally seen as a negative as it lowers liquidity, in the case of country segregated playerpools. Some positives however include bringing legitimacy to online poker, building trust and opening up advertising opportunities.
